Summary
Any NET volunteer, including BEECN volunteers and ATVs, is eligible to be appointed by PBEM Community Preparedness Team staff to create or edit Wiki content. In exceptional cases, PBEM may also permit non-NET volunteers to participate. In all cases, content creation is:
- Voluntary, and creators/editors do not receive compensation for content;
- All content is considered public and not copyrighted. Therefore, content creators should never post proprietary information on NETwiki.
- Subject to editing or removal by PBEM staff. NETwiki is a City of Portland project, and therefore must comply with City rules, policies, and goals. Content that does not meet with City rules, policies, and goals is at risk for removal. As a general rule, PBEM staff will work with a Contributor to edit or correct improper content before simply deleting it.
There are three classes of volunteer content creator on the Wiki, each linked to their class of editing permissions:
| Title | Permissions |
|---|---|
| Apprentice Contributor | Can create and edit NET Wiki content, but all changes must be reviewed and approved by an Administrator before publishing. |
| Contributor | Can create and edit NET Wiki content, and all changes are published immediately without review. |
| Wiki Administrator | Has full permissions to create, edit, delete, and manage all content, as well as manage user accounts and permissions. |
Contributors should log any hours they spend creating content. In MIP, they will find a logging category for Wiki contributions under Program Service.
Training for NETwiki Contributors
Important note: ONLY the trainings listed as REQUIRED are required! Optional training and supplemental resources are presented as a path for a volunteer to increase their knowledge and confidence carrying out their volunteer responsibilities. However, no volunteer's Active status depends on completing training marked as "Optional" or "Supplemental". For more information, please visit the article on Position Descriptions: Training Section.

Process: Becoming a Contributor for NETwiki
PBEM Community Preparedness Staff have complete discretion to appoint and remove NETwiki Contributors.
Register as an Apprentice Contributor
To register as an Apprentice Contributor, simply take a few moments to complete the electronic form:
| Relevant Forms | Updated |
|---|---|
| NETwiki Content Creators Form | 2025.08.06 |
The purpose of the registration is to verify that the prospective Apprentice Contributor is a NET/BEECN/ATV volunteer in good standing with our organization. "Good standing" means that the volunteer has met their Minimum Service Contribution (MSC) in the current or previous calendar year, that no background check is pending, and that there is no indication they have run afoul of the PBEM Volunteer Code of Conduct.
Approval as an Apprentice Contributor is not instantaneous. Please allow up to ten business days for processing, though PBEM staff will respond sooner as staff resources allow. Once PBEM staff approve the registration, the Apprentice Contributor's information goes to a Wiki Administrator to create the appropriate permissions under the email address supplied in the registration form.
Becoming a Contributor
Getting experience as an Apprentice Contributor is a prerequisite to receiving privileges as a Contributor. A Contributor can publish unreviewed changes to the Wiki. If an Apprentice Contributor wishes to have Contributor status, they should start by sending an email to net@portlandoregon.gov. There is no set criteria for an individual to be granted Contributor status except they should have at least a couple weeks experience as an Apprentice Contributor and ensure they are conforming with standards found in the Wiki Code Cookbook. PBEM staff will evaluate the contributions made to the Wiki by the requestor and either grant the status or decline and explain why their request was declined.
Becoming a Wiki Administrator
At this time, there is no process to become a Wiki Administrator. PBEM will limit the number of Administrators. If the workload assigned to Administrators becomes untenable, PBEM will approve the creation of more Administrators and support or lead the recruitment process as needed.
