A number of State and local laws, ordinances, and other binding policies are relevant to how Portland NET operates. This page serves as a reference for them.
City of Portland
It is unclear if Portland City Council created Portland NET by ordinance. It is more likely that NET was simply a program of Portland Fire & Rescue when created in 1994. Ordinance 172303 (effective May 27, 1998) creates the Portland Office of Emergency Management in Portland Fire & Rescue but makes no mention of Portland NET.
