Portland is divided into six areas, each with a volunteer who serves as a Radio Training Liaison (RTL). This training liaison work with licensed amateur radio operators to help them complete the ARO Task List. Radio Training Liaisons are confirmed by PBEM’s senior communications officer. RTLs serve indefinitely after appointment.

NET Radio Training Liaisons are assigned to areas of Portland as illustrated on this map. RTLs are responsible for their area of Portland, and will conduct all training and meetings inside their assigned area. They can also assist, and be assisted by, RTLs from other parts of Portland. PBEM has a webpage that provides a map that includes names and contact information.

RTLs may also review and offer comments or recommendations on the communications plans of teams in their area.
