The placement of BEECN sites reflect the Portland Plan’s concept of 20-Minute Neighborhoods: a goal envisioning 90% of Portland residents easily walking or bicycling to meet all basic daily, non-work needs in their neighborhood inside 20 minutes. Each of Portland’s 24 “20-minute community hubs” includes two BEECN sites.
