With about 180 school days kids are there just about half the days in a year. At no more than about 8 hours a day kids are there less than 1/3 of the time during those days. So 1/2 times 1/3 is 1/6 of a year, or about 17%. So there are no kids there about 83% of the time. There’s still that 17%, but 83% is a bit reassuring. Of course, the buildings should still be reinforced.
