The NET Team Leader Workbook is the primary learning resource for PBEM Volunteer Team Leaders (such as NET Team Leaders and BEECN Coordinators). It also provides context and intended objectives for NET Team Leader training requirements, followed by suggestions for further relevant learning. Completing this Workbook gives a new Team Leader most, but not all, NET continuing education units (CEUs) required to complete Team Leader training. In addition to completing this workbook, a Team Leader must also complete four independent study course (most of them through FEMA's independent study system):

Required Team Leader Training

PBEM Basic Preparedness Training

This is an eLearning module accessible through the MyImpact system. Most Team Leaders will have completed this requirement as part of NET Basic Training. But Team Leaders who have not gone through Basic NET must complete this part. The purpose is to give Team Leaders a common background on the disaster risks of the Pacific Northwest.

Process: Must an active profile in the MyImpact system (PBEM's volunteer management database) and the training is available under OPPORTUNITIES>OPPORTUNITIES LIST>BASIC NET TRAINING. Team Leaders who do not have an active MIP profile should request one at net@portlandoregon.gov.

FEMA IS-100 - Introduction to the Incident Command System

Though we do not presume NET Team Leaders will also act as NET Incident Commanders, every NET Team Leader should learn the basic Incident Command System (ICS) framework for responding to disasters and major emergencies. Though Team Leaders may not necessarily command during an incident, they are responsible for keeping a team's Response Framework up to date. The course takes between one and two hours at the learner's own pace.

Process: A FEMA Student Identification number (FEMA SID) is required to complete the training. The latest version of the course is available at: https://training.fema.gov/is/courseoverview.aspx?code=IS-100.c&lang=en

FEMA IS-20 - FEMA Diversity Awareness Course

This is a basic introduction to equity and inclusion for emergency management. The course takes about an hour at the learner's own pace.

Process: A FEMA Student Identification number (FEMA SID) is required to complete the training. The latest version of the course is available at: https://training.fema.gov/is/courseoverview.aspx?code=IS-20.24&lang=en. Note that the last two digits of the course number corresponds to the year the course was last published. For example, in 2019, the course designation was IS-20.19. Because the direct link to the course changes often, please use a search engine to locate the latest version of the course.

FEMA IS-288 - The Role of Voluntary Organizations in Emergency Management

As a "Blue Skies" leader, now is the time to build community partnerships. A community partnership built before a disaster is far more valuable than a partnership forced by a high stress situation (such as the aftermath of a Cascadia Subduction Zone earthquake). This module will help Team Leaders build a firm foundation of skills and knowledge to start those partnerships.
