A Basic Earthquake Emergency Communication Node (BEECN) Volunteer plays a vital role in disaster response by establishing communication between neighborhoods and Portland’s [[PBEM Emergency Operations Center (EOC)|Emergency Operations Center]] (EOC) in the aftermath of a major earthquake.
