The original selection process for BEECN caches, conducted in late 2012, also referenced the planning concept of "20-Minute Neighborhoods", which was included in [https://www.portland.gov/bps/planning/about-bps/portland-plan The Portland Plan]. The intent was that access to all critical amenities, products and services be inside a twenty minute walk from every household. With the exception of the Forest Park area, PBEM accomplished that aim.
