|Council resolution and internal PF&R memo with intent to recruit both clerical and emergency response volunteers into the Portland Office of Emergency Management (POEM, which was part of PF&R at the time). The memo intended that these volunteers should receive coverage under Workers' Compensation Law, ORS 656.001 to 656.794. This was later rescinded at PBEM's request by Council Resolution on May 21, 2008 (see above).
